In Missouri, these developments have led to the adoption of remote online notarization (RON), which allows documents to be notarized using secure audio-video communication and electronic signatures. This shift reflects a broader trend toward digital transactions and greater efficiency in legal and financial processes.

Missouri formally authorized remote online notarization through legislation enacted in 2020, allowing notaries to perform notarizations for individuals who are not physically present. Under Missouri law, the signer and the notary communicate through live audio-video technology while the document is signed electronically. The notary must still verify the signer’s identity, ensure the person understands the document, and confirm that the signature is voluntary. Identity verification can involve credential analysis of government-issued identification, knowledge-based authentication questions, or other secure technologies designed to prevent fraud.

Technology also introduces additional security and record-keeping requirements for notaries. Remote notarization platforms used in Missouri must record the entire audio-video session and maintain an electronic record of the transaction. These systems must include safeguards such as encryption, secure document handling, and detailed audit trails to protect sensitive information and prevent unauthorized access. Additionally, remote sessions must be conducted through software approved by the Missouri Secretary of State, and the recordings are generally required to be retained for several years as part of the notary’s official records.

Many states now allow some form of electronic or remote notarization, enabling individuals to complete legal and financial transactions without traveling to a notary’s office.
